Overview

The Measure M2 Ordinance No. 3 includes the voter-approved Renewed Measure M Transportation Investment Plan, which defines the projects, programs, safeguards, and implementation requirements for the Measure M2 program. The recently completed Measure M2 Ten-Year Review identified pavement preservation and roadway maintenance as key transportation priorities consistently expressed by local jurisdictions, stakeholders, and the public. In response, the Orange County Transportation Authority Board of Directors approved the Measure M2 Ten-Year Review Action Plan, which directed staff to evaluate the creation of a competitive pavement maintenance subprogram within the Regional Capacity Program. Results of the evaluation efforts are presented to the Board of Directors.

Recommendation(s)

A.                     Receive and file the results of the Board of Directors-directed evaluation and take no further action to establish a competitive pavement maintenance subprogram within the Measure M2 Regional Capacity Program.

 

B.                     Direct staff to prioritize arterial road rehabilitation as one of the priorities for the federal fiscal year 2028-29 and 2029-30 Surface Transportation Block Grant/Congestion Mitigation and Air Quality Improvement Program.

 

C.                     Direct staff to identify and pursue external funding opportunities, when available, to support pavement maintenance and rehabilitation needs in Orange County.
