The Orange County Transportation Authority Board of Directors adopted the Orange  
County Transportation Authority Internal Audit Department Fiscal Year 2022-23 Internal  
Audit Plan on July 25, 2022. This report provides an update of activities for the third quarter  
of the fiscal year.

Amendment to Agreement for Health Insurance Brokerage Services

Overview  
On May 22, 2020, the Orange County Transportation Authority Board of Directors  
approved an agreement with Alliant Insurance Services, Inc., for health insurance  
brokerage services for a three-year initial term with a two-year option term. Board of  
Directors’ approval is requested to exercise the option term effective June 1, 2023 through  
May 31, 2025.  
Recommendation  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 1 to  
Agreement No. C-0-2078 between the Orange County Transportation Authority and Alliant  
Insurance Services, Inc., to exercise the two-year option term effective June 1, 2023  
through May 31, 2025, in the amount of $238,000, to continue providing health insurance  
brokerage services. This will increase the maximum obligation of the agreement to a total  
contract value of $580,000.

Regular updates on regional planning matters are provided to highlight current  
transportation planning issues impacting the Orange County Transportation Authority and  
the Southern California region. This update focuses on the California Department of

and the Southern  
Transportation  
Plan/Sustainable Communities Strategy.

Agreement for Demographic Research

Overview  
Orange County's demographic data is developed by the Center for Demographic  
Research at California State University Fullerton and used for various planning activities. A  
recommendation to continue this effort through a multi-agency funding agreement is  
provided for review and approval.  
Recommendation  
Authorize the Chief Executive Officer to negotiate and execute Agreement No. C-3-2445  
with the California State University, Fullerton Center for Demographic Research, in an  
amount not to exceed $405,743, for a term of three years, to provide Orange County  
demographic data.

Overview  
On January 23, 2023, the Orange County Transportation Authority (OCTA) Board of  
Directors (Board) approved the 2023 Board and Chief Executive Officer’s (CEO)  
Initiatives and Action Plan. At the end of each quarter of the calendar year, the CEO  
provides progress reports discussing the activities and accomplishments from the CEO  
Initiatives and Action Plan with the Board.This report summarizes the first quarter progress  
of calendar year 2023 (January 1 through March 31, 2023). The CEO Initiatives and Action  
Plan directly support the values, vision, mission, and goals of the Board Initiatives.

Beach Public Transportation Services

Overview  
The Laguna Beach Municipal Transit Lines, a department within the City of Laguna Beach,  
is eligible to receive funding from the Local Transportation Fund in Orange County for  
providing public transportation services throughout the city. To receive the funds, the  
Laguna Beach Municipal Transit Lines must file a claim against the Local Transportation  
Fund with the Orange County Transportation Authority.  
Recommendations  
A.  
Approve the Laguna Beach Municipal Transit Lines Fiscal Year 2023-24 Local  
Transportation Fund Claim for public transportation services, in the amount of  
$1,531,335.

Approve the Orange County Transit District Fiscal Year 2023-24 Local  
Transportation Fund Claim for public transportation services, in the amount of  
$211,736,396, and for community transit services, in the amount of $11,224,618 for  
a total claim amount $222,961,014.  
B.  
Authorize the Chief Executive Officer to issue allocation/disbursement instructions  
to the Orange County Auditor-Controller in the full amount of the claims.

Procedures Reports, Year Ended June 30, 2022

Overview  
Crowe LLP, an independent accounting firm, has applied agreed-upon procedures related  
to Measure M2 Local Fair Share funds provided to seven cities, and Senior Mobility  
Program funds provided to four cities, for the fiscal year ended June 30, 2022. Local Fair  
Share program reports include observations of ineligible maintenance of effort  
expenditures, indirect charges lacking a reasonable methodology, reporting errors, and  
funded projects not reflected in Seven-Year Capital Improvement Program plans. Senior  
Mobility Program audits include observations relating to late submission of monthly reports,  
reporting errors, failure to allocate interest, and verification of participant eligibility.

Overview  
Staff has prepared a quarterly progress report on capital project delivery for the period of  
January 2023 through March 2023, for review by the Orange County Transportation  
Authority Board of Directors. This report highlights the Capital Action Plan for project  
delivery, which is used as a performance metric to assess delivery progress on highway,  
transit, and rail projects.

On December 12, 2022, the Orange County Transportation Authority Board of Directors  
authorized the release of a request for proposals to provide construction management  
support services for the State Route 91 Improvement Project between State Route 55 and  
Lakeview Avenue. Board of Directors’ approval is requested for the selection of a firm to  
perform the required work.  
Recommendations

Approve the selection of WSP USA Inc., as the firm to provide construction  
management support services for the State Route 91 Improvement Project between

Final Draft Long-Range Transportation Plan

Overview  
The Long-Range Transportation Plan provides a vision for Orange Countys regional  
transportation system over the next 20+ years. The final draft plan has been prepared,  
incorporating feedback from public review of the draft document. With direction from the  
Board of Directors, the final draft plan will be finalized and submitted to the Southern  
California Association of Governments as input into the 2024 Regional Transportation Plan  
and Sustainable Communities Strategy that is currently in development.  
Recommendation  
Direct staff to finalize the Long-Range Transportation Plan and submit it to the Southern  
California Association of Governments as input into the 2024 Regional Transportation Plan

The Orange County Transportation Authority is developing the fiscal year 2023-24 budget,  
which identifies available revenues and costs associated with providing transportation  
services and programs for Orange County. The proposed budget will be reviewed in detail  
in an informal workshop following the May 8, 2023, Orange County Transportation Authority  
Board of Directors meeting.
