The Orange County Transportation Authority Board of Directors annually, at its first meeting  
in January, shall elect a Chair.

Update on Emergency Railroad Track Stabilization in the Vicinity of Milepost 206.8  
on the Orange Subdivision

Overview  
A
hillside adjacent to the Orange County Transportation Authority-owned railroad  
right-of-way, in the vicinity of Mile Post 206.8 on the Orange Subdivision, has failed and  
continues to incrementally move, pushing the railroad tracks toward the Pacific Ocean.  
Measures are being taken to stabilize the landslide to restore and maintain passenger and  
freight rail service. Staff will provide an update on efforts to stabilize the railroad tracks.  
Recommendation  
Reaffirm Resolution No. 2022-075 authorizing the Chief Executive Officer to take all  
necessary actions to address the emergency need for railroad track stabilization in the  
vicinity of Mile Post 206.8 on the Orange Subdivision, and to return to the Board of  
Directors, as required, to report on the status thereof.

2022 Board of Directors and Chief Executive Officer Initiatives and Action Plan -  
End-of-Year Report

Overview  
On January 24, 2022, the Board of Directors (Board) approved the 2022 Board and Chief  
Executive Officer (CEO) Initiatives (Attachment A) and Action Plan (Attachment B). The  
Action Plan consisted of three Board initiatives supported by nine CEO initiatives and  
monitored through 96 milestones. This year-end report summarizes the Orange County  
Transportation Authority’s (OCTA) progress on advancing these initiatives between  
January 1, 2022 and December 31, 2022.

Zero-Emission Bus Pilot Update

Overview  
On October 8, 2020, the Orange County Transportation Authority Board of Directors  
approved the purchase of ten hydrogen fuel-cell electric buses and ten plug-in  
battery-electric buses to gain necessary operational and technological experience in  
preparation for transitioning the Orange County Transportation Authoritys bus fleet to  
zero-emission technologies. This report provides an update on the zero-emission bus pilot  
performance and deployment efforts.

20-Year Anniversary of Purchase of the 91 Express Lanes

Overview  
On January 3, 2003, the Orange County Transportation Authority acquired the assets and  
liabilities of the California Private Transportation Company. This includes the Franchise  
Agreement rights to the 91 Express Lanes. Since 2003, the 91 Express Lanes has  
provided over 275 million trips on the Orange County segment. Staff will be recognizing the  
accomplishments during this 20-year anniversary celebration.
