January 1 through June 30, 2024. Based on the audit, the Orange County Transportation

however, the Internal Audit Department made two recommendations to periodically update  
daily revenue estimates and to update the Treasury/Public Finance Debt and Investment  
Management Manual to reflect changes in procedures.

Based on the audit, Woodruff & Smart complies with the terms of the agreement and  
invoice review controls are generally adequate; however, one recommendation was made  
to enhance controls to include verification that pre-approval of legal subcontractors is  
obtained.

Overview  
On June 4, 2024, the Orange County Transportation Authority released a request for  
proposals for security systems service and maintenance. Proposals were received in  
accordance with the Orange County Transportation Authority’s procurement procedures for  
professional and technical services. Board of Directors’ approval is requested to execute  
an agreement for security system service and maintenance.

Approve the selection of Convergint Technologies LLC as the firm to provide  
service and maintenance of the Orange County Transportation Authoritys security  
system.

Authorize the Chief Executive Officer to negotiate and execute Agreement No. C-4-

Technologies LLC, in the amount of $480,454, for a three-year initial term with two,  
one-year option terms, to provide service and maintenance of the Orange County  
Transportation Authority’s security system.

Overview  
The Orange County Transportation Authority is responsible for the operations and  
maintenance of the OC Streetcar. A significant component of the operations and  
maintenance will be the passenger safety and security. Utilizing industry best practices and  
examples of similar systems, staff has developed a passenger safety and security  
framework tailored to the specific needs of the OC Streetcar. Board of Directors approval  
is requested to further develop a transit ambassador program and negotiate an  
amendment to the current contract with the Orange County Sheriff’s Department.

program to fund its immediate and long-term cash flow demands. Each month, the  
Treasurer submits a report detailing investment allocation, performance, compliance,

Authority’s debt program. This report is for the month ending July 31, 2024. The report has  
been reviewed and is consistent with the investment practices contained in the investment  
policy.

Annual New York Credit Update - July 2024

Overview  
Since the early 1990s, the Orange County Transportation Authority has maintained an  
active investor relations program. As part of this program, each year the Orange County  
Transportation Authority conducts a series of meetings with the rating agencies and  
financial institutions in New York, New York. This year, the meetings took place from  
Wednesday, July 31, 2024, to Thursday, August 1, 2024.

Overview  
The Orange County Transportation Authority has owned and managed the operations of  
the 91 Express Lanes since January 2003. Since then, traffic volumes and toll revenues  
have fluctuated with changes in the economy and the added capacity to the State Route 91  
corridor. Over the last quarter, approximately 5.6 million trips were taken on the 91 Express  
Lanes in Orange County. This report focuses on the operational and financial activities for  
the period ending June 30, 2024.

Overview  
The Orange County Transportation Authority entered into cooperative user fee processing  
agreements with other California toll agencies to facilitate the interoperability process for  
toll collection. The agreements established a reciprocal arrangement for the exchange of  
data and establishes a settlement process for the exchange of funds between the toll  
agencies. Board of Directors’ approval is requested to amend the cooperative  
agreements to incorporate the 405 Express Lanes into the cooperative agreements.

Overview  
On October 25, 2021, the Orange County Transportation Authority Board of Directors  
approved an agreement with ShelterClean Services, Inc., for a three-year initial term with  
two, two-year option terms, to provide ongoing preventive and corrective maintenance at  
each of the Orange County Transportation Authority’s bus stop locations. The initial term  
expires on November 30, 2024. An amendment is required to exercise the first two-year  
option term for continued preventive and corrective bus stop maintenance.  
Recommendation(s)  
Authorize the Chief Executive Officer to execute Amendment No. 2 to Agreement No.  
C-1-3408 between the Orange County Transportation Authority and ShelterClean  
Services, Inc., in the amount of $1,306,231, to exercise the first two-year option term of the  
agreement effective December 1, 2024 through November 30, 2026 for continued bus  
stop maintenance. This will increase the maximum obligation of the agreement to a total  
contract value of $3,200,331.

Toro Road, which is Segment 3 of the Interstate 5 Improvement Project between State  
Route 73 and El Toro Road. Board of Directors’ approval is requested to amend the  
cooperative agreement for additional funding for construction capital and construction  
support services.

Authorize the Chief Executive Officer to negotiate and execute Amendment No. 3 to  
Cooperative Agreement No. C-9-1600 between the Orange County Transportation  
Authority and the California Department of Transportation, in the amount of

universities to forecast Measure M2 taxable sales. MuniServices, LLC and the three  
universities have each provided updated forecasts and staff have incorporated the new

sales.

Overview  
The Orange County Transportation Authority has developed

Natural Community  
Conservation Plan/Habitat Conservation Plan, acquired conservation properties, and  
funded habitat restoration projects to mitigate the impacts of Measure M2 freeway  
programs. The California Community Foundation manages the non-wasting endowment  
required to fund the long-term management of the conservation properties. Each quarter,  
the California Community Foundation publishes a comprehensive report detailing the  
composition of the pool and its performance.

The Orange County Local Transportation Authority currently has $250,000,000 in  
outstanding Measure M2 Sales Tax Revenue Bonds, Series 2010A (Taxable Build  
America Bonds). Due to the unique economics and associated risks of these bonds, staff  
is requesting approval to explore the potential refunding of the Series 2010-A Bonds.

Direct staff to pursue the issuance and sale of bonds to refund the Measure M2  
Sales Tax Revenue Bonds, Series 2010A (Taxable Build America Bonds).

Authorize an exception to the three percent savings requirement, in accordance with

has been developed to initiate a competitive procurement process to retain a public  
outreach consultant.

Overview  
The Orange County Transportation Authority’s Environmental Cleanup Program provides  
Measure M2 funding for water quality improvement projects to address  
transportation-generated pollution. The 2024 Tier 1 and Tier 2 Grant Program calls for  
projects were issued on February 12, 2024. Evaluations for grant applications are now  
complete, and a list of projects is presented for Board of Directors’ review and approval.

Overview  
In late 2016, the Orange County Transportation Authority Board of Directors awarded a  
design-build contract for the Interstate 405 Improvement Project. In mid-2017, a full Notice  
to Proceed was issued commencing all design and construction activities.  
With the  
Interstate 405 Improvement Project substantially completed and the 405 Express Lanes  
component in operations mode, the Orange County Transportation Authority has  
responsibilities of fulfilling the obligations and requirements of the funding and  
management agreements and state statutes. One key component required is the  
development of a 405 Express Lanes Expenditure Plan.  
Recommendation(s)  
Direct staff to develop principles to guide the establishment of a 405 Express Lanes  
Excess Toll Revenue Policy and Expenditure Plan and return to the Board of Directors for  
consideration and approval.

Overview  
Ordinance No. 3 includes a provision to conduct a comprehensive review of the project  
and program elements of the Renewed Measure M Transportation Investment Plan at least  
every ten years. The results of the first ten-year review were presented to the Board of  
Directors on October 12, 2015. Efforts for the next review have been initiated. A draft  
framework and schedule are provided for the Board of Directors’ consideration.
