Metrolink Service Performance Report

Overview  
The Southern California Regional Rail Authority is a five-member joint powers authority that  
operates the 400-mile regional rail system known as Metrolink. In October 2024, Metrolink  
launched its 'Metrolink Reimagined' that aims to serve a broader market, transitioning to a  
regional rail service. The Orange County Transportation Authority is one of five member  
agencies that fund operations, rehabilitation and capital initiatives for Metrolink. The report  
will summarize one year of performance from the 'Metrolink Reimagined' service,  
initiatives, and financial sustainability measures for the Metrolink regional rail system.

Update on Emergency Need for Railroad Track Stabilization in the Vicinity of Mile  
Post 203.83 to 204.40 and 206.00 to 206.70 on the Orange Subdivision

Overview  
The four reinforcement areas identified in the Coastal Rail Resiliency Study adjacent to the  
Orange County Transportation Authority-owned railroad right-of-way, in the vicinity of Mile  
Post 203.83 to 204.40 and 206.00 to 206.70 on the Orange Subdivision, have continued  
to experience coastal erosion and the hillside continues to move incrementally, posing an  
imminent threat to the railroad corridor and public safety if immediate necessary actions  
are not taken to mitigate the threat. Measures must be taken immediately to stabilize the  
track and maintain passenger and freight rail service.  
Recommendation(s)  
Reaffirm Resolution No. 2025-068 and authorize the Chief Executive Officer to take all  
necessary actions to address the emergency need for railroad track stabilization in the  
vicinity of Mile Post 203.80 to 204.40 and 206.00 to 206.70 on the Orange Subdivision,  
and to return to the Board of Directors, as required, to report on the status thereof.

Overview  
The Orange County Transportation Authority has owned and managed the operations of  
the 91 Express Lanes since January 2003. Since then, traffic volumes and toll revenues  
have fluctuated with changes in the economy and the added capacity to the State Route 91  
corridor. During the month of September 2025, trips increased by 4.5 percent, reaching  
1.86 million, on the 91 Express Lanes in Orange County. This report focuses on the  
operational and financial activities for the period ending September 30, 2025.

The Orange County Transportation Authority has a comprehensive investment and debt  
program to fund its immediate and long-term cash flow demands. Each month, the

Authority’s debt program. This report is for the month ending October 31, 2025. The report  
has been reviewed and is consistent with the investment practices contained in the  
investment policy.

members of Congress, Committee Staff, and senior staff within the Administration. The  
meetings will focus on OCTA legislative priorities for the 2nd Session of the 119th  
Congress, including surface transportation reauthorization.

The Orange County Transportation Authority provides competitive grants to local  
jurisdictions and non-profit agencies beyond those provided through Measure M2 using  
various federal, state, and local transportation funding programs. The Orange County  
Transportation Authority also directly applies for federal, state, and local competitive grant  
programs to support Orange County Transportation Authority-led projects. Staff has  
prepared an overview and status update for local jurisdiction projects that have received  
funds, recent grant pursuits and awards for Orange County Transportation Authority  
projects, and recommendations for changes to grant terms for local jurisdiction projects.

Overview  
The Orange County Transportation Authority uses a combination of federal, state and local  
funding sources to plan and deliver Board of Directors-approved capital improvement and  
transit projects, including those promised in the voter-approved sales tax program,  
Measure M2. As projects advance through the various stages of development, funding  
sources and amounts are updated and adjusted to reflect the most current cost estimates  
and to manage the investment of local sales tax dollars. Board of Directors’ authorization is  
requested to commit funding for current and planned projects as further described herein.

one recommendation was made to enhance controls over amendment processing.

Conservation Plan/Habitat Conservation Plan, acquired conservation properties, and  
funded habitat restoration projects to mitigate the impacts of Measure M2 freeway  
programs. The California Community Foundation manages the non-wasting endowment  
required to fund the long-term management of the conservation properties. Each quarter,  
the California Community Foundation publishes a comprehensive report detailing the  
composition of the pool and its performance.

On July 14, 2025, the Board of Directors approved the release of a request for proposals  
to select a firm to provide security officer services on the OC Streetcar system. Board of  
Directors’ approval is requested to execute an agreement to provide these services.

Overview  
The Measure M2 Next 10 Delivery Plan provides a strategic framework for delivering  
Measure M2 freeway, roadway, transit, and environmental projects. Staff has prepared the  
2025 update of the Measure M2 Next 10 Delivery Plan, which incorporates the most recent  
Measure M2 sales tax revenue forecast, current external funding assumptions, and refined  
project schedules and costs. This update outlines near-term commitments through fiscal  
year 2034-35, supports fiscal sustainability, and emphasizes the timely delivery of  
transportation benefits for the Orange County community. The draft update is presented to  
the Orange County Transportation Authority Board of Directors for review and adoption.

Overview  
Ordinance No. 3 includes a provision to conduct a comprehensive review of the project  
and program elements of the Renewed Measure M Transportation Investment Plan at least  
every ten years. The results of the first ten-year review were presented to the Board of  
Directors on October 12, 2015. Efforts for the next review, consistent with the  
Board-approved framework, are underway. An update on progress - including analyses to  
date, outreach activities, and next steps - along with an accompanying draft Action Plan is  
presented to the Orange County Transportation Authority Board of Directors.

development of an accompanying Action Plan for future Board of Directors’ consideration.
