Overview  
Orange County Transportation Authority contracts with several economic specialists to  
provide an annual 30-year taxable sales forecast for Measure M2. The latest forecasts  
were received in Spring 2026. William Yu, PhD, from University of California at Los  
Angeles Anderson Forecast will provide an update on the annual forecast and economic  
outlook for Orange County to the Finance and Administration Committee.

The Orange County Transportation Authority Board of Directors adopted the Orange  
County Transportation Authority Internal Audit Department Fiscal Year 2025-26 Internal  
Audit Plan on July 14, 2025. This update is for the fourth quarter of the fiscal year.

Overview  
At the direction of the Orange County Transportation Authority Board of Directors, the  
Internal Audit Department develops and implements an annual risk-based internal audit  
plan. Implementation of an annual internal audit plan assists management in evaluating the  
effectiveness and efficiency of projects, programs, and operations, while ensuring that  
adequate controls and safeguards are in place to protect the Orange County  
Transportation Authority’s assets and resources.  
Recommendation(s)  
A.  
Approve the proposed Orange County Transportation Authority Internal Audit  
Department Fiscal Year 2026-27 Internal Audit Plan.  
B.  
Direct the Executive Director of the Internal Audit Department to provide quarterly  
updates on the Orange County Transportation Authority Internal Audit Department  
Fiscal Year 2026-27 Internal Audit Plan.

Agreement for Electrical Services for the 91 Express Lanes Entrance Gantries

Overview  
On May 18, 2026, the Orange County Transportation Authority issued an invitation for bids  
for the 91 Express Lanes entrance gantry electrical services. Bids were received in  
accordance with the Orange County Transportation Authority’s procurement procedures for  
public works projects. Board of Directors’ approval is requested to execute the agreement.  
Recommendation(s)  
Authorize the Chief Executive Officer to negotiate and execute Agreement No. C250338  
between the Orange County Transportation Authority and High-Light Electric, Inc., the  
lowest responsive, responsible bidder, in the amount of $335,555, for electrical services  
for the 91 Express Lanes northbound and eastbound entrance gantries.

Approval to Sell Surplus Land for the Interstate 5 Improvement Project Between  
State Route 73 and Oso Parkway

Overview  
The Orange County Transportation Authority’s Interstate 5 Improvement Project between  
State Route 73 and Oso Parkway required the acquisition of property rights from public  
and private parties, adjacent to the existing freeway and city streets. Approximately 24,434  
square feet of vacant commercial property located at the southwest corner of Marguerite  
Parkway and Avery Parkway in the City of Mission Viejo and identified as a portion of  
assessor parcel nos. 740-014-01 and 740-014-05, is recommended to be sold as surplus  
land by the Orange County Transportation Authority. Therefore, staff is seeking approval to  
sell the vacant land as surplus land under the Surplus Land Act (Government Code Section  
54220 et seq.).  
Recommendation(s)  
A.  
Direct staff to sell the surplus land located within the Interstate 5 Improvement  
Project between State Route 73 and Oso Parkway.  
B.  
Authorize the Chief Executive Officer to negotiate and execute the necessary  
documents to complete the sale of the surplus land for the offer price of $1,950,000.

Orange County Transportation Authority Investment and Debt Programs Report -  
May 2026

Overview  
The Orange County Transportation Authority has a comprehensive investment and debt  
program to fund its immediate and long-term cash flow demands. Each month, the  
Treasurer submits  
a
report detailing investment allocation, performance, compliance,  
outstanding debt balances, and credit ratings for the Orange County Transportation  
Authority’s debt program. This report is for the month ending May 31, 2026. During the  
month of May, one investment manager purchased a security that was not in compliance  
with the investment policy. As a result of the compliance violation, the investment manager  
was put on probation for one year pursuant to the requirements of the investment policy.
