item number on which you wish to speak. Speakers will be recognized by the Chair at the time of  
the agenda item is to be considered by the Board. Comments will be limited to three minutes. The  
Brown Act prohibits the Board from either discussing or taking action on any non-agendized

91 Express Lanes Update for the Period Ending – June 30, 2025

Overview  
The Orange County Transportation Authority has owned and managed the operations of  
the 91 Express Lanes since January 2003. Since then, traffic volumes and toll revenues  
have fluctuated with changes in the economy and the added capacity to the State Route 91  
corridor. Over the last quarter, over 5.6 million trips were made on the 91 Express Lanes in  
Orange County. This report focuses on the operational and financial activities for the  
period ending June 30, 2025.

Overview  
The Orange County Transportation Authority oversees the operations of the 405 Express  
Lanes, which commenced operations on December 1, 2023. During the month of June  
2025, transactions increased 12.4 percent while trips grew by 8.1 percent on the 405  
Express Lanes. This report focuses on the operational and financial activities for the  
period ending June 30, 2025.

Orange County Transportation Authority Investment and Debt Programs Report –

Overview  
The Orange County Transportation Authority has a comprehensive investment and debt  
program to fund its immediate and long-term cash flow demands. Each month, the  
Treasurer submits a report detailing investment allocation, performance, compliance,  
outstanding debt balances, and credit ratings for the Orange County Transportation  
Authority’s debt program. This report is for the month ending July 31, 2025. The report has  
been reviewed and is consistent with the investment practices contained in the investment  
policy.

Environmental Mitigation Program Endowment Fund Investment Report for June

Overview  
The Orange County Transportation Authority has developed  
a
Natural Community  
Conservation Plan/Habitat Conservation Plan, acquired conservation properties, and  
funded habitat restoration projects to mitigate the impacts of Measure M2 freeway  
programs. The California Community Foundation manages the non-wasting endowment  
required to fund the long-term management of the conservation properties. Each quarter,  
the California Community Foundation publishes a comprehensive report detailing the  
composition of the pool and its performance.

Fourth Quarter Fiscal Year 2024-25 Procurement Status Report

Overview  
The fourth quarter procurement status report summarizes the procurement activities for  
information purposes to the Orange County Transportation Authority Board of Directors.  
This report focuses on procurement activity from April 1, 2025, through June 30, 2025, that  
was approved by the Board of Directors during this period. The fourth quarter procurement  
status report also projects future procurement activity for the first quarter as identified in the  
fiscal year 2025-26 budget.

Annual New York Credit Update – July 2025

Overview  
Since the early 1990s, the Orange County Transportation Authority has maintained an  
active investor relations program. As part of this program, each year the Orange County  
Transportation Authority conducts a series of meetings with the rating agencies and  
financial institutions in New York, New York. This year, the meetings took place from  
Wednesday, July 30, 2025, to Thursday, July 31, 2025.

Overview  
On May 27, 2025, a request for proposals was issued for professional property  
management services to support the Orange County Transportation Authoritys future  
headquarters located at 2677 North Main Street in the City of Santa Ana.

Directors’ approval is requested to authorize the execution of an agreement for property  
management services.

Approve the selection of Lincoln Property Company as the firm to provide property  
management services.  
B.  
Authorize the Chief Executive Officer to negotiate and execute Agreement No. C-5-  
4109 between the Orange County Transportation Authority and Lincoln Property  
Company, in the amount of $999,170, for an initial term of three years with a  
three-year option term to provide property management services.

Overview  
On May 27, 2025, the Orange County Transportation Authority released a request for  
proposals to procure armored vehicle transportation and fare collection counting services.  
Proposals were received and evaluated in accordance with procurement procedures for  
professional and technical services. Board of Directors’ approval is requested to execute  
an agreement for these services.  
Recommendation(s)  
A.  
Approve the selection of Sectran Security, Inc. as the firm to provide armored  
vehicle transportation and fare collection counting services.  
B.  
Authorize the Chief Executive Officer to negotiate and execute Agreement No. C-5-  
4123 between the Orange County Transportation Authority and Sectran Security,  
Inc., in the amount of $966,322, to provide armored vehicle transportation and fare  
collection counting services for a two-year initial term with three, two-year option  
terms.

241/91 Express Connector Project Approval

Overview  
In October 2019, the Orange County Transportation Authority Board of Directors approved  
a term sheet that provides the foundation for advancing the tolled 241/91 Express  
Connector Project. Since 2019, staff from the California Department of Transportation,  
Foothill/Eastern Transportation Corridor Agency, Orange County Transportation Authority,  
and Riverside County Transportation Commission have been meeting regularly to advance  
the project to construction. After several years of discussion, the agencies have negotiated  
a master agreement and operating agreement that are consistent with the term sheet.  
These agreements are presented for Board of Directors’ approval.  
Recommendation(s)  
A.  
Authorize the Chief Executive Officer to finalize and execute a master agreement  
with the California Department of Transportation, Foothill/Eastern Transportation  
Corridor Agency, and Riverside County Transportation Commission for the  
development and operation of the 241/91 Express Connector Project.  
B.  
Authorize the Chief Executive Officer to finalize and execute an operating  
agreement with the Foothill/Eastern Transportation Corridor Agency and Riverside  
County Transportation Commission for the operation of the 241/91 Express  
Connector Project.  
C.  
D.  
Authorize the Chief Executive Officer to finalize and execute amendments to the  
Lease Agreement Regarding State Route 91 Median Improvements, Amended and  
Restated Development Franchise Agreement, and any other related 91 Express  
Lanes agreements necessary for the development and operation of the 241/91  
Express Connector Project.  
Approve the required AB 194 (Chapter 687, Statutes of 2015) consent letter for the  
241/91 Express Connector Project.
