Overview  
The four reinforcement areas identified in the Coastal Rail Resiliency Study adjacent to the  
Orange County Transportation Authority-owned railroad right-of-way, in the vicinity of Mile  
Post 203.83 to 204.40 and 206.10 to 206.70 on the Orange Subdivision, has continued to  
experience coastal erosion and the hillside continues to move incrementally, posing an  
imminent threat to the railroad corridor and public safety if immediate necessary actions  
are not taken to mitigate the threat. Measures must be taken immediately to stabilize the  
track and maintain passenger and freight rail service.  
Recommendation(s)  
Reaffirm Resolution No. 2025-025 to authorize the Chief Executive Officer to take all  
necessary actions to address the emergency need for railroad track stabilization in the  
vicinity of Mile Post 203.83 to 204.40 and 206.10 to 206.70 on the Orange Subdivision,  
and to return to the Board of Directors, as required, to report on the status thereof.

plan. Implementation of an annual internal audit plan assists management in evaluating the  
effectiveness and efficiency of projects, programs, and operations, while ensuring that  
adequate controls and safeguards are in place to protect the Orange County  
Transportation Authority’s assets and resources.

Overview  
The Internal Audit Department of the Orange County Transportation Authority has  
completed an audit of the Project Controls function within the Capital Programs Division.  
Based on the audit, project changes are properly documented and approved, invoices are  
properly reviewed and approved, and project master schedules, monthly progress reports,  
and capital action plans are timely prepared and distributed. One recommendation has  
been made to improve verification of consultant-billed labor hours.

Competitive Grant Programs - Update and Recommendations

Overview  
The Orange County Transportation Authority provides competitive grants to local  
jurisdictions and non-profit agencies beyond those provided through Measure M2 using  
various federal, state, and local transportation funding programs. The Orange County  
Transportation Authority also directly applies for federal, state, and local competitive grant  
programs to support Orange County Transportation Authority-led projects. Staff has  
prepared an overview and status update for local jurisdiction projects that have received  
funds, recent grant pursuits and awards for Orange County Transportation Authority  
projects, and recommendations for changes to grant terms for local jurisdiction projects.

On May 23, 2022, the Orange County Transportation Authority Board of Directors  
approved an agreement with Mobility Management Partners, Inc. to provide transit training  
services for an initial three-year term with one, two-year option term. Board of Directors’  
approval is requested to exercise the option term effective August 1, 2025, through July 31,  
2027.

Authorize the Chief Executive Officer to negotiate and execute  
Amendment No. 2 to  
Agreement No. C-2-2187 between the Orange County Transportation Authority and  
Mobility Management Partners, Inc. to exercise the option term in the amount of $778,384,  
to continue providing transit training services effective August 1, 2025, through July 31,  
2027. This will increase the maximum cumulative obligation of the agreement to a total  
contract value of $1,895,188.

estimates for a slope rehabilitation project to repair erosion damage to various areas  
within the Orange County Transportation Authority-owned right-of-way. Planned work will  
include regrading slopes, placing shotcrete, and improving trackside drainage and  
culverts. Board of Directors approval is requested to release the invitation for bids.

Overview  
The City of San Clemente has requested assistance from the Orange County  
Transportation Authority to replace and rehabilitate the Pedestrian Audible Warning  
System which provides for safe operations through seven at-grade pedestrian railroad  
crossings in San Clemente. To support this request and to maintain continued safe rail  
operations, Board of Directors’ authorization is requested to enter into a cooperative  
agreement which defines the roles and responsibilities of the Orange County  
Transportation Authority, Southern California Regional Rail Authority, and the City of San  
Clemente for the implementation of the Pedestrian Audible Warning System Rehabilitation  
Project.

The Orange County Transportation Authority recently completed the March 2025  
semi-annual review of projects funded through the Comprehensive Transportation Funding  
Programs. This process reviews the delivery status of Measure M2 grant-funded projects  
and provides an opportunity for local jurisdictions to update project information and request  
project modifications. Staff has evaluated the requests, and the recommended project  
adjustments are presented for Board of Directors’ review and approval.

Measure M2 Eligibility Review Recommendations

Overview  
The Measure M2 Ordinance No. 3 requires that all local jurisdictions annually satisfy  
specific eligibility requirements to receive Measure M2 net revenues. As part of this  
requirement, the pavement management plans and expenditure reports were submitted to  
the Orange County Transportation Authority by the local jurisdictions. Board of Directors’  
approval is requested to find 33 of Orange County’s 35 local jurisdictions (excluding the  
City of Buena Park and the City of Huntington Beach) as eligible to continue receiving  
Measure M2 net revenues.

guidance and directed staff to return to the Board of Directors with a recommended priority  
for each project application. Recommendations are presented for Board of Directors’
