Concur with the application review committee’s recommendation and recommend  
approval to the Board of Directors to allocate $3,870,044 in Tier 1 Environmental  
Cleanup Program funding for eight projects.  
Recommend Board of Directors approval of an exception to the limitation within the  
Comprehensive Transportation Funding Programs guidelines that only agencies  
that have been deemed eligible for Measure M2 by the Board of Directors may  
receive funding to allow the City of Huntington Beach to receive a funding award  
through the Tier 1 Environmental Cleanup Program, despite their eligibility status.
