Overview  
On February 10, 2020, the Orange County Transportation Authority Board of Directors  
authorized an agreement with WKE, Inc. for the preparation of plans, specifications, and  
estimates for the State Route 91 Improvement Project between La Palma Avenue and  
State Route 55. An amendment to the existing agreement is necessary for additional  
design services.  
Recommendation  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 6 to  
Agreement No. C-9-1557 between the Orange County Transportation Authority and WKE,  
Inc., in the amount of $895,987, for additional design services for the State Route 91  
Improvement Project between La Palma Avenue and State Route 55. This will increase the  
maximum cumulative obligation of the agreement to a total contract value of $18,244,877.

Overview  
On July 10, 2023, Orange County Transportation Authority Board of Directors approved a  
cooperative agreement between the Orange County Transportation Authority and the  
California Department of Transportation for construction capital and construction  
management support services for the State Route 91 Improvement Project between State  
Route 55 and Lakeview Avenue. Board of Directors’ approval is requested to amend the  
cooperative agreement to address additional construction capital costs.  
Recommendation  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 2 to  
Cooperative Agreement No. C-3-2655 between the Orange County Transportation  
Authority and the California Department of Transportation, in the amount of $8 million, for  
additional construction capital costs for the State Route 91 Improvement Project between  
State Route 55 and Lakeview Avenue. This will increase the maximum cumulative  
obligation of the cooperative agreement to a total contract value of $109,988,000.

Comprehensive Transportation Funding Programs Semi-Annual Review

Overview  
The Orange County Transportation Authority recently completed the March 2025  
semi-annual review of projects funded through the Comprehensive Transportation Funding  
Programs. This process includes a review of the delivery status of Measure M2  
grant-funded projects and provides an opportunity for local jurisdictions to update project  
information and request project modifications. Staff has evaluated the requests, and the  
recommended project adjustments are presented for Board of Directors’ review and  
approval.

Approve the requested adjustments to Comprehensive Transportation Funding  
Programs projects, Local Fair Share funds, and Senior Mobility Program funds.  
B.  
Authorize the Chief Executive Officer, or designee, to negotiate and execute an  
amendment to Cooperative Agreement No. C-3-2753 between the Orange County  
Transportation Authority and the City of Dana Point for the Dana Point Trolley  
Continuity Program in order to establish a single aggregate reimbursement match  
rate for the multi-year Project V grant.

2026 State Transportation Improvement Program Update

Overview  
On March 19, 2026, the California Transportation Commission approved the final 2026  
State Transportation Improvement Program, which will provide $151.742 million to eight  
high-priority projects throughout Orange County. This report provides an update on the  
approved program, including minor project-specific funding changes for Board of  
Directors’ information purposes.

Capital Programming Update

Overview  
The Orange County Transportation Authority uses a combination of federal, state, and local  
funding sources to plan and deliver Orange County Transportation Authority Board of  
Directors-approved capital improvement and transit projects, including those promised in  
the voter-approved sales tax program, Measure M2. As projects advance through the  
various stages of development, funding sources and amounts are updated and adjusted to  
reflect the most current cost estimates and to maximize the benefit of local sales tax dollars  
and the use of external state and federal revenues. Board of Directors’ authorization is  
requested to program federal, state and local funding for existing Board of  
Directors-approved projects as further described herein.

Authorize the use of $12.224 million in Congestion Mitigation and Air Quality  
Improvement Program project savings from 40-foot Compressed-Natural-Gas  
Replacement Buses and local complete streets projects to the Alternative Fuel 60  
-Foot Replacement Buses Project.

Authorize the reallocation of $6.072 million in SB 125 (Chapter 54, Statutes of  
2023) Transit Program funds from OC Bus Operations Startup - Connections to OC  
Streetcar Project for OC Streetcar operations.

Authorize the reallocation of $6.072 million in Congestion Mitigation and Air Quality  
Improvement Program savings from OC Streetcar operations to the Interstate 5  
Improvement from County Line to Avenida Pico Project.

mitigation for biological impacts of 13 freeway projects in exchange for streamlined project

Regional Planning Update

Overview  
Regular updates on regional planning matters are provided to highlight current  
transportation planning issues impacting the Orange County Transportation Authority and  
the Southern California region. Two regional planning efforts have had significant activity  
and have direct implications for the Orange County Transportation Authority: development  
of the Southern California Association of Governments’ next Regional Transportation  
Plan/Sustainable Communities Strategy, Connect SoCal 2050, and recent California  
High-Speed Rail Authority planning activity affecting the Los Angeles to Anaheim project  
section.

On January 6, 2026, the Orange County Transportation Authority released a request for  
proposals to retain a consultant to develop the Move OC Active Transportation Plan.  
Proposals were received in accordance with the Orange County Transportation Authoritys  
procurement procedures for professional and technical services. Board of Directors’  
approval is requested for the selection of a firm to perform the required work.

The Orange County Transportation Authority issued the 2026 annual Measure M2  
Comprehensive Transportation Funding Programs Regional Capacity Program and  
Regional Traffic Signal Synchronization Program call for projects in September 2025.  
Project applications were due in November 2025. A list of projects recommended for  
funding is presented for the Orange County Transportation Authority Board of Directors’  
review and approval.
