On May 18, 2026, the Orange County Transportation Authority issued an invitation for bids  
for the 91 Express Lanes entrance gantry electrical services. Bids were received in  
accordance with the Orange County Transportation Authority’s procurement procedures for  
public works projects. Board of Directors’ approval is requested to execute the agreement.  
Recommendation(s)  
Authorize the Chief Executive Officer to negotiate and execute Agreement No. C250338  
between the Orange County Transportation Authority and High-Light Electric, Inc., the  
lowest responsive, responsible bidder, in the amount of $335,555, for electrical services  
for the 91 Express Lanes northbound and eastbound entrance gantries.

Overview  
The Orange County Transportation Authority has a comprehensive investment and debt  
program to fund its immediate and long-term cash flow demands. Each month, the  
Treasurer submits  
a
report detailing investment allocation, performance, compliance,  
outstanding debt balances, and credit ratings for the Orange County Transportation  
Authority’s debt program. This report is for the month ending May 31, 2026. During the  
month of May, one investment manager purchased a security that was not in compliance  
with the investment policy. As a result of the compliance violation, the investment manager  
was put on probation for one year pursuant to the requirements of the investment policy.

addresses the finding and recommendation assigned to the Orange County Transportation  
Authority and provides clarification regarding the Orange County Transportation Authoritys  
role in regional transportation planning and transit data management.

Authorize the Chief Executive Officer to submit the proposed response to the Orange  
County Grand Jury report’s finding and recommendation as required by California Penal  
Code Section 933(c).

programming guidelines, utilizes various federal, state, and local transportation funding  
programs beyond those provided through Measure M2 to maximize transportation  
investments throughout Orange County. These funds are pursued and programmed to  
projects led by local jurisdictions, nonprofit agencies, and the Orange County  
Transportation Authority that advance Board of Directors-approved transportation  
priorities. Staff has prepared an overview and status update of local jurisdiction projects  
that have received funds, recent grant pursuits, and awards for Orange County  
Transportation Authority projects.

Directors (Board) approved the 2026 Board and Chief Executive Officer (CEO) Initiatives  
(Attachment A) and Action Plan (Attachment B). The 2026 Action Plan consists of three  
Board initiatives supported by nine CEO initiatives that are monitored through 104  
milestones throughout the calendar year. This mid-year report summarizes OCTA’s  
progress in advancing these initiatives between January 1, 2026, and June 30, 2026.

Overview  
On February 14, 2022, the Orange County Transportation Authority Board of Directors  
authorized an agreement with HDR Engineering, Inc., for the preparation of plans,  
specifications, and estimates for the State Route 55 Improvement Project between  
Interstate 5 and State Route 91. An amendment to the existing agreement is required for  
additional design services.  
Recommendations  
A.  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 3 to  
Agreement No. C-1-3643 between the Orange County Transportation Authority and  
HDR Engineering, Inc., in the amount of $1,071,679, for additional design services  
for the State Route 55 Improvement Project between Interstate 5 and State Route  
91. This will increase the maximum cumulative obligation of the agreement to a total  
contract value of $11,420,281.

Approval to Sell Surplus Land for the Interstate 5 Improvement Project Between  
State Route 73 and Oso Parkway

Overview  
The Orange County Transportation Authority’s Interstate 5 Improvement Project between  
State Route 73 and Oso Parkway required the acquisition of property rights from public  
and private parties, adjacent to the existing freeway and city streets. Approximately 24,434  
square feet of vacant commercial property located at the southwest corner of Marguerite  
Parkway and Avery Parkway in the City of Mission Viejo and identified as a portion of  
assessor parcel nos. 740-014-01 and 740-014-05, is recommended to be sold as surplus  
land by the Orange County Transportation Authority. Therefore, staff is seeking approval to  
sell the vacant land as surplus land under the Surplus Land Act (Government Code Section  
54220 et seq.).

Measure M2 is  
a
multimodal transportation improvement program and includes  
a
community-based transit circulator funding program known as Project V. The goal of this  
program is to provide local transit services that complement regional bus and rail service  
in areas not adequately served by regional transit. Funding is awarded to local jurisdictions  
through a competitive call for projects. Local jurisdictions then implement the awarded  
services and are required to report on the performance of the services to ensure the  
required performance standards are being met. This report covers the period from  
October 2025 to March 2026.

jurisdictions submitted fiscal year 2024-25 expenditure reports to the Orange County  
Transportation Authority. Separately, maintenance of effort benchmark revisions are  
required for five jurisdictions, consistent with the Measure M2 Ordinance.

Approve 33 of Orange County’s 35 local jurisdictions (excluding the cities of Buena  
Park and Huntington Beach) as eligible to continue receiving Measure M2 net  
revenues.

the Newport Transportation Center

The Orange County Transportation Authority and the City of Newport Beach are conducting  
a joint feasibility study evaluating potential relocation of the Newport Transportation Center.  
The study was initiated in early February and is anticipated to be completed in November.  
To support continued coordination, the Orange County Transportation Authority and the  
City of Newport Beach have developed a proposed non-binding term sheet establishing a  
framework for future project development if a feasible relocation alternative is mutually  
identified.

Authorize the Chief Executive Officer to execute a non-binding term sheet between the  
Orange County Transportation Authority and the City of Newport Beach establishing a  
framework for continued coordination on the potential relocation of the Newport  
Transportation Center.

Overview  
The Long-Range Transportation Plan is a multi-year planning document, developed every  
four years to define the long-term vision for Orange County’s transportation system and  
serve as input into the Southern California Association of Governments’ Regional  
Transportation Plan. The Draft 2026 Long-Range Transportation Plan reflects the Orange  
County Transportation Authority’s existing commitments, plans, and policies while also  
addressing forecasted transportation needs through 2050. Staff has prepared the draft  
Directions 2050 LRTP Executive Summary, an overview of the full study, and is seeking  
direction to continue development of the final plan.

On April 27, 2026, the Orange County Transportation Authority Board of Directors received  
the Measure M2 Ten-Year Review and approved the accompanying action plan. One of the  
action items directed staff to evaluate the creation of a competitive pavement maintenance  
subprogram within the Regional Capacity Program. Staff has planned and initiated work  
efforts including technical analysis, stakeholder coordination, and legal review. This item  
provides an update and outlines the anticipated next steps.
