Overview  
The Orange County Transportation Authority Fiscal Year 2026-27 Proposed Budget  
presents a balanced plan of sources and uses of funds while providing for the current and  
future transportation needs of Orange County. The proposed budget continues to  
strengthen the Orange County Transportation Authority’s long-term financial sustainability  
by maintaining a structurally balanced plan with no unplanned use of reserves, while  
advancing the Board of Director’s Strategic Initiatives and delivering reliable transportation  
services.  
The Board of Directors may approve the Orange County Transportation Authority Fiscal  
Year 2026-27 Proposed Budget following the public hearing to be held at the Board of  
Directors’ meeting on June 8, 2026, at the following Board of Directors meeting on June  
22, 2026, or in a special meeting convened at their discretion, on or before June 30, 2026.  
The Board of Directors are also asked to approve the Personnel and Salary Resolution as  
part of the budget approval process.

expenditures for the remainder of the fiscal year, is contingent upon a formal budget  
request from Metrolink and approval by the Orange County Transportation Authority  
Board of Directors, and concurrence from all member agencies.

Overview  
On May 12, 2025, the Board of Directors approved a five-year agreement with the County  
of Orange, Orange County Sheriff’s Department, to provide Transit Police Services. The  
contract is required to be amended annually to include the necessary firm-fixed cost for  
each fiscal year. Board of Directors’ approval is requested to amend the agreement to  
include necessary funding for fiscal year 2026-27.  
Recommendation(s)  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 1 to  
Cooperative Agreement No. C-5-4051 between the Orange County Transportation  
Authority and County of Orange, Orange County Sheriff’s Department, in the amount of  
$15,565,618 for Transit Police Services, effective July 1, 2026, through June 30, 2027.  
This will increase the maximum obligation of the agreement to a total contract value of  
$31,088,784.

Overview  
On October 14, 2024, the Orange County Transportation Authority Board of Directors  
approved an agreement with Convergint Technologies, LLC to provide security systems  
service and maintenance at all Orange County Transportation Authority facilities. This  
contract includes service and maintenance of both the access control system and the video  
management system for a three-year initial term with two, one-year option terms. An  
amendment to the existing agreement is necessary for continued services through the  
initial term.  
Recommendation(s)  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 3 to  
Agreement No. C-4-2293 between the Orange County Transportation Authority and  
Convergint Technologies, LLC, in the amount of $355,000 for additional project support  
services and to maintain operations. This will increase the maximum cumulative obligation  
of the agreement to a total contract value of $835,454.

Regular updates on regional planning matters are provided to highlight current  
transportation planning issues impacting the Orange County Transportation Authority and  
the Southern California region. Two regional planning efforts have had significant activity  
and have direct implications for the Orange County Transportation Authority: development  
of the Southern California Association of Governments’ next Regional Transportation  
Plan/Sustainable Communities Strategy, Connect SoCal 2050, and recent California  
High-Speed Rail Authority planning activity affecting the Los Angeles to Anaheim project  
section.

On January 6, 2026, the Orange County Transportation Authority released a request for  
proposals to retain a consultant to develop the Move OC Active Transportation Plan.  
Proposals were received in accordance with the Orange County Transportation Authoritys  
procurement procedures for professional and technical services. Board of Directors’  
approval is requested for the selection of a firm to perform the required work.

2026 State Transportation Improvement Program Update

On March 19, 2026, the California Transportation Commission approved the final 2026  
State Transportation Improvement Program, which will provide $151.742 million to eight  
high-priority projects throughout Orange County. This report provides an update on the  
approved program, including minor project-specific funding changes for Board of  
Directors’ information purposes.

Overview  
The Orange County Transportation Authority uses a combination of federal, state, and local  
funding sources to plan and deliver Orange County Transportation Authority Board of  
Directors-approved capital improvement and transit projects, including those promised in  
the voter-approved sales tax program, Measure M2. As projects advance through the  
various stages of development, funding sources and amounts are updated and adjusted to  
reflect the most current cost estimates and to maximize the benefit of local sales tax dollars  
and the use of external state and federal revenues. Board of Directors’ authorization is  
requested to program federal, state and local funding for existing Board of  
Directors-approved projects as further described herein

California Department of Transportation for construction capital and construction  
management support services for the State Route 91 Improvement Project between State  
Route 55 and Lakeview Avenue. Board of Directors’ approval is requested to amend the  
cooperative agreement to address additional construction capital costs.  
Recommendation  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 2 to  
Cooperative Agreement No. C-3-2655 between the Orange County Transportation  
Authority and the California Department of Transportation, in the amount of $8 million, for  
additional construction capital costs for the State Route 91 Improvement Project between  
State Route 55 and Lakeview Avenue. This will increase the maximum cumulative  
obligation of the cooperative agreement to a total contract value of $109,988,000.

On February 10, 2020, the Orange County Transportation Authority Board of Directors  
authorized an agreement with WKE, Inc. for the preparation of plans, specifications, and  
estimates for the State Route 91 Improvement Project between La Palma Avenue and  
State Route 55. An amendment to the existing agreement is necessary for additional  
design services.  
Recommendation  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 6 to  
Agreement No. C-9-1557 between the Orange County Transportation Authority and WKE,  
Inc., in the amount of $895,987, for additional design services for the State Route 91  
Improvement Project between La Palma Avenue and State Route 55. This will increase the  
maximum cumulative obligation of the agreement to a total contract value of $18,244,877.

expired for all members. Ten of the existing committee members have expressed a desire  
to continue to serve and replacements are recommended for two open seats.

The Orange County Transportation Authority recently completed the March 2025  
semi-annual review of projects funded through the Comprehensive Transportation Funding  
Programs. This process includes a review of the delivery status of Measure M2  
grant-funded projects and provides an opportunity for local jurisdictions to update project  
information and request project modifications. Staff has evaluated the requests, and the  
recommended project adjustments are presented for Board of Directors’ review and  
approval.

funding is presented for the Orange County Transportation Authority Board of Directors’  
review and approval.

Overview  
The 405 Express Lanes, implemented through the Interstate 405 Improvement Project,  
opened on December 1, 2023. The Orange County Transportation Authority operates the  
lanes through tolling authority provided by the California Transportation Commission and  
under a 40-year lease with the California Department of Transportation. In November  
2025, the Orange County Transportation Authority Board of Directors approved the Policy  
and Framework for the Use of 405 Express Lanes Excess Toll Revenue. Board of  
Directors’ approval is now requested for the Initial 405 Express Lanes Excess Toll  
Revenue Expenditure Plan to guide the future use of excess toll revenue, which may be  
available beginning in 2029.
