Members of the public may attend in-person and address the Board regarding any item within the  
subject matter jurisdiction of OCTA. Please complete a speaker’s card and submit it to the Clerk  
of the Board and notify the Clerk regarding the agenda item number on which you wish to speak.  
Speakers will be recognized by the Chair at the time of the agenda item is to be considered by  
the Board. Comments will be limited to three minutes. The Brown Act prohibits the Board from  
either discussing or taking action on any non-agendized items.

must be sent by 5:00 p.m. the day prior to the meeting. If you wish to comment on a specific

Overview  
Staff has prepared the Measure M2 Quarterly Progress Report for the second quarter of  
fiscal year 2025-26 as information for the Orange County Transportation Authority Board of  
Directors. This progress report highlights the delivery of Measure M2 projects and  
programs as promised to voters and the monitoring of external challenges. The full report  
will be available to the public via the Orange County Transportation Authority website.

Measure M2 Ten-Year Review Report and Action Plan

Overview  
Approved by Orange County voters in 2006, the Renewed Measure M Transportation  
Investment Plan established a 30-year, half-cent sales tax program. Ordinance No. 3, the  
governing ordinance, includes a taxpayer safeguard provision to conduct a comprehensive  
review of the project and program elements of the Renewed Measure M Transportation  
Investment Plan at least every ten years. The results of the first ten-year review were  
presented to the Board of Directors on October 12, 2015. Efforts for the second review,  
consistent with the Board of Directors-approved framework, have been completed. The  
final Ten-Year Review Report is presented to the Orange County Transportation Authority  
Board of Directors for information along with an accompanying Action Plan for  
consideration.

Approve the proposed Action Plan to guide potential Measure M2 performance

Overview  
On April 1, 2026, Renewed Measure M, also known as Measure M2, reached a significant  
milestone, marking the halfway point of the voter-approved 30-year program. Over the past  
15 years, Measure M2 has delivered significant transportation investments across Orange  
County, including advancing major freeway improvements, enhancing streets and roads in  
every city, expanding transit options, and funding programs that protect our environment.  
This milestone provides an opportunity to reflect on the progress achieved to date and to  
reaffirm the Orange County Transportation Authority’s commitment to fulfilling the  
improvements promised to voters.
