Transportation Authority complied with its investment reporting policies and procedures,  
and reported investments comply with the Investment Policy; however, the Internal Audit  
Department made two recommendations related to the timeliness of the Investment and  
Debt Programs Reports’ review and the presentation of Investment and Debt Programs  
Reports’ schedules.

Overview  
The Internal Audit Department of the Orange County Transportation Authority has  
completed an audit of oversight, contract compliance, and invoice review controls related  
to the contract with Kapsch Trafficom USA, Incorporated, for provision of toll lanes  
integrator systems. Based on the audit, management should implement controls to ensure  
contract terms are enforced, damages and fee adjustments are applied, work is not  
authorized until applicable amendments are executed, and invoice packages are  
complete.

The Orange County Transportation Authority has a comprehensive investment and debt  
program to fund its immediate and long-term cash flow demands. Each month, the  
Treasurer submits a report detailing investment allocation, performance, compliance,  
outstanding debt balances, and credit ratings for the Orange County Transportation  
Authority’s debt program. This report is for the month ending March 31, 2026. The report  
has been reviewed and is consistent with the investment practices contained in the  
investment policy.

Annual Update to Investment Policy

Overview  
The Treasurer is presenting the Orange County Transportation Authoritys Proposed Fiscal  
Year 2026-27 Investment Policy. The governing body of a local agency is required to  
annually renew the delegation of authority for the Treasurer to invest, reinvest, purchase,  
exchange, sell, or manage public funds for a period of one year. Additionally, and as  
recommended under California Government Code Section 53646(a)(2), the Orange  
County Transportation Authority is submitting its Proposed Fiscal Year 2026-27 Investment  
Policy to be reviewed at a public meeting.

The Orange County Transportation Authority provides regular updates to the Legislative  
Committee on policy issues directly impacting its programs, projects, and operations. This  
report recommends a support if amended position on

bill related to regional  
transportation planning and sustainable communities strategies. The report also includes  
informational updates on proposed amendments to the California Air Resources Boards  
Cap-and-Invest Program and the potential implications for transit funding, as well as an  
update on the Governor’s Fiscal Year 2026-27 State Budget May Revision.

Adopt a SUPPORT IF AMENDED position on SB 1087 (Cabaldon, D-Napa), which would  
reform the state’s implementation of SB 375 (Chapter 728, Statutes of 2008) by modifying  
requirements related to regional transportation planning, sustainable communities  
strategies, and state transportation funding programs.

Overview  
The Orange County Transportation Authority regularly updates the Legislative Committee  
on policy and regulatory issues directly impacting the agencys programs, projects, and  
operations. This report provides an update on federal Fiscal Year 2027 Community Project  
Funding and Congressionally Directed Spending requests, including coordination with the  
Orange County congressional delegation to advance priority transportation projects for  
potential inclusion in the appropriations process. The report also includes an overview of  
emerging policy developments related to the 900-megahertz band, which is used by a  
range of transportation technologies, including electronic toll collection systems.

Overview  
The Orange County Transportation Authority holds an Excess Workers’ Compensation  
Insurance Policy with Safety National Insurance Company, a Property Insurance Policy with  
Zurich Insurance Company, and express lanes property insurance with Zurich Insurance  
Company, Munich Re Insurance, and AIG Specialty Insurance Company. The policies are  
scheduled to expire on June 30, 2026, and renewals are necessary to maintain coverage.

Overview  
On January 14, 2026, the Orange County Transportation Authority released a request for  
proposals to retain a consultant to develop a comprehensive transportation framework,  
service plan, and capital needs assessment in preparation for the 2028 Summer Olympic  
and Paralympic Games in the City of Los Angeles. Orange County Transportation Authority  
Board of Directors’ approval is requested for the selection of a firm to perform the required  
work.

Approve the selection of Jacobs Engineering Group, Inc., as the firm to conduct the  
Los Angeles 2028 Olympics transportation service plan and capital needs  
assessment.

Overview  
In 2010, the Orange County Transportation Authority and the City of Irvine entered into a  
cooperative agreement related to the use of Proposition 116 funds secured by the City of  
Irvine and used by the Orange County Transportation Authority for rail capital projects. The  
cooperative agreement provided for a 30-year payback term along with other provisions  
and has been amended nine times. Several changes have occurred since that time that  
now warrant the need to replace the original agreement.

Cooperative Agreement No. C250333 for the Proposition 116 payback to replace  
related provisions in Cooperative Agreement No. C-0-1892.

Overview  
The Orange County Transportation Authority has been awarded two grants totaling  
$4,960,000. A $4 million grant from the Mobile Source Air Pollution Reduction Review  
Committee will support the OC Connections for the 2028 Summer Olympic and  
Paralympic Games Project, which will implement special event operations and  
transportation demand management strategies to support the summer Olympics.  
Additionally, a $960,000 grant from the Federal Transit Administration will fund the Security  
Cameras and Access Controls at Orange County Transportation Authority Transit Centers  
Project. Board of Directors’ approval is required to accept these grants.

authorized a two-step, best value design procurement for a hydrogen fueling station and  
facility modifications at the Garden Grove Bus Base. This two-step process included the  
release of the request for qualifications to determine the short-listed offerors as the first  
step and then release the request for proposals to the short-listed offerors as part of the  
second step. Board of Directors’ approval is requested for the selection of a firm to  
perform the required work.

construction of the hydrogen fueling station and facility modifications at the Garden

Overview  
The Orange County Transportation Authority launched the Wave card fare payment system  
in October 2025 as part of the Rider Validation System implementation. This report  
provides an update on Wave card utilization, customer adoption, fare payment behavior,  
access, and related activities. Wave card adoption continues to grow as customers  
transition from legacy fare media, supporting the Orange County Transportation Authoritys  
ongoing fare modernization efforts.

On May 22, 2020, the Orange County Transportation Authority Board of Directors  
approved an agreement with Jacobs Engineering Group, Inc., to provide technical  
consulting services for the Rider Validation System, OC Bus Farebox Replacement  
Project, and OC Streetcar ticket vending machines. The agreement included an initial  
three-year term with two, one-year options terms. The agreement was previously extended  
through July 31, 2027. Due to ongoing support needs, additional funding is now requested  
to ensure continued technical support and successful project completion.  
Recommendation(s)  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 7 to  
Agreement No. C-0-2047 with Jacobs Engineering Group, Inc., in the amount of $381,603,  
to continue providing technical consulting services in support of the Rider Validation  
System, OC Bus Farebox Replacement Project, and OC Streetcar ticket vending  
machines implementation. This amendment will increase the total contract value to  
$1,626,142.

Overview  
On April 26, 2021, the Orange County Transportation Authority Board of Directors  
approved an agreement with Alta Resources to operate the Customer Information Center  
for a three-year initial term and two, two-year option terms. Board of Directors’ approval is  
requested to exercise the second option term effective July 1, 2026, through June 30,  
2028.  
Recommendation(s)  
Authorize the Chief Executive Officer to negotiate and execute Amendment No. 3 to  
Agreement No. C-0-2698 between the Orange County Transportation Authority and Alta  
Resources to exercise the second option term in the amount of $2,121,760, effective July  
1, 2026, through June 30, 2028, to continue providing customer information center call  
services. This will increase the maximum obligation of the agreement to a total contract  
value of $7,152,187.

services for compressed natural gas fueling stations located at the Anaheim, Garden  
Grove, and Santa Ana bus bases.

to Measure M2 Local Fair Share funds provided to nine cities and Senior Non-Emergency  
Medical Transportation funds provided to the County of Orange for the fiscal year ended  
June 30, 2025. Local Fair Share reports include observations of disallowed maintenance  
of effort expenditures, misreporting of direct and indirect costs, expenditure report errors,  
and incomplete Capital Improvement Program reports. The County of Orange Senior  
Non-Emergency Medical Transportation program report included no observations.

Crowe LLP, an independent accounting firm, has issued results of its audit of the Orange  
County Local Transportation Authority’s compliance with the Measure M2 Ordinance for  
the year ended June 30, 2025. The auditors found that the Orange County Local  
Transportation Authority complied, in all material respects, with the compliance  
requirements of the Measure M2 Ordinance for the year ended June 30, 2025. In addition,  
no reportable deficiencies in internal control over compliance were identified.

Crowe LLP, an independent accounting firm, has applied agreed-upon procedures related  
to a settlement agreement between the City of Buena Park and the Orange County  
Transportation Authority. Based on the procedures performed, the City of Buena Park  
obtained an unmodified opinion on its Annual Comprehensive Financial Report for the year  
ended 2025, spent sufficient funds to meet the required minimum maintenance of effort,  
and its Local Fair Share expenditures were allowable per the Measure M2 Ordinance.  
Auditors identified expenditures related to two projects that were not listed on the City of  
Buena Park’s Seven-Year Capital Improvement Program Report; however, a revised  
report was prepared during the review.

maintenance of effort expenditures, and its Local Fair Share expenditures were allowable  
per the Measure M2 Ordinance.

In October 2019, the Orange County Transportation Authority Board of Directors awarded  
an agreement to Cofiroute USA, LLC, for the back-office system and customer service  
center operations for the 91 Express Lanes in Orange and Riverside counties. The initial  
term of the agreement ends in January 2027. In August 2025, staff received direction from  
the Finance and Administration Committee to explore an option which would consolidate  
the 15 and 91 Express Lanes operations. Staff has evaluated potential options for the  
post-2027 environment. Benefits, estimated costs, and recommendations are provided for  
Board of Directors’ review and consideration.
