Overview  
The Orange County Transportation Authority has a comprehensive investment and debt  
program to fund its immediate and long-term cash flow demands. Each month, the  
Treasurer submits a report detailing investment allocation, performance, compliance,  
outstanding debt balances, and credit ratings for the Orange County Transportation  
Authority’s debt program. This report is for the month ending September 30, 2024. The  
report has been reviewed and is consistent with the investment practices contained in the  
investment policy.

Orange County Employees Retirement System Early Payment for Fiscal Year  
2025-26

Overview  
The Orange County Employees Retirement System has offered an early payment discount  
to member agencies of seven percent if they elect to prepay their contributions for fiscal  
year 2025-26. Advance payments must be received by January 15, 2025. The estimated  
savings for the Orange County Transportation Authority over the next year and a half under  
this payment option will total approximately $851,000. Board of Directors’ authorization is  
requested for the early payment option.

Authorize the early payment of approximately $36.3 million by January 15, 2025, to the  
Orange County Employees Retirement System, for employer contributions for fiscal year  
2025-26.

Fiscal Year 2023-24 Audited Financial Statements and Independent Auditor's

Overview  
The Orange County Transportation Authority is required to obtain an independent auditors  
opinion on various financial statements and schedules. Crowe LLP, an independent  
accounting firm, has completed its annual audit of the Orange County Transportation  
Authority for fiscal year 2023-24. In addition, a report has been issued on the results of  
additional analysis performed by Crowe LLP, to assist management in determining  
compliance with certain state requirements.  
In connection with the annual audit of the Orange County Transportation Authority, Crowe  
has issued an auditor’s report on internal control over financial reporting with no  
deficiencies.

Receive and file the fiscal year 2023-24 audited financial statements and independent

Microsoft Enterprise Agreement Renewal

As part of the Orange County Transportation Authority’s Fiscal Year 2024-25 Budget, a  
renewal of its existing Microsoft Enterprise Agreement is planned. Responsive quotes  
were received by four Microsoft Licensing Solutions Providers that are approved vendors  
of the Microsoft Enterprise Agreement on the County of Riverside’s Master Agreement.  
Board of Directors’ approval is requested for the renewal of Orange County Transportation  
Authority’s Microsoft Enterprise Agreement.

Overview  
On June 24, 2024, the Board of Directors approved the release of a request for proposals  
for federal legislative advocacy and consulting services to begin when the present term for  
these services expires on December 31, 2024. An evaluation team comprised of staff and  
members of the Board of Directors has reviewed the proposals.

approval is requested to select a firm to provide federal legislative advocacy and  
consulting services for the two-year period beginning January 1, 2025.

Overview  
At the beginning of each legislative session, staff conducts a comprehensive review of the  
Orange County Transportation Authority’s State and Federal Legislative Platforms to  
ensure updates are provided on relevant issues that are anticipated to be of discussion for  
the upcoming year. The final drafts of the revised 2025-26 Orange County Transportation  
Authority State and Federal Legislative Platforms are submitted for consideration and  
adoption by the Orange County Transportation Authority Board of Directors.

Security through the Transit Security Grant Program. Recommendations for acceptance of

Low Carbon Transit Operations Program Corrective Action Plans

Overview  
The Orange County Transportation Authority receives California Department of  
Transportation Low Carbon Transit Operations Program funding via formula to support  
expanded or new transit operations and capital projects that reduce greenhouse gas  
emissions, improve mobility, and prioritize disadvantaged communities. Funds may be  
transferred from a prior year to support ongoing projects with approval from the  
implementing agency’s governing body and approval by the California Department of  
Transportation. Recommendations to utilize prior year funding for this program are  
presented for Board of Directors’ review and approval.

Operations Program funds and interest earnings estimated at $3,736,809 for the

Overview  
The Human Services Transportation Coordinated Plan identifies strategies to address  
unmet needs and enhance mobility for seniors, individuals with disabilities, and  
low-income residents in Orange County. This plan is a prerequisite for securing Federal  
Transit Administration Section 5310 Program funding. Staff has updated the Human  
Services Transportation Coordinated Plan, and Board of Directors’ approval is requested  
to finalize the draft plan.

On May 28, 2024, the Orange County Transportation Authority Board of Directors released  
the Enhanced Mobility for Seniors and Individuals with Disabilities Program call for  
projects for 2024. Evaluation of the 33 grant applications received for capital and  
operating assistance is complete, and program funding recommendations are presented  
for Board of Directors’ review and approval.

seamless operation and an enhanced payment experience, the Orange County  
Transportation Authority is seeking to secure payment processing services that will support  
the Rider Validation System across multiple sales channels, including ticket office  
terminals, mobile sales devices, mobile applications, and institutional website portals.

maintenance costs, a maintenance software system with support equipment and labor, and  
to revise certain performance standards within the agreement.

Agreement C-2-2578 between the Orange County Transportation Authority and Keolis

approval is requested to award an agreement for the purchase of battery-electric bus  
chargers to support new battery-electric buses.

service of bus tires for a five-year term.

Amendment to Fare Policy

Overview  
The Orange County Transportation Authority is modernizing its fare collection system, with  
the new Rider Validation System anticipated to be implemented in summer 2025. The  
new system will enhance customer convenience, improve fare validation, and provide  
greater flexibility for introducing new fare products. Staff is recommending amendments to  
the existing fare policy to incorporate daily and monthly fare caps as well as a free transfer  
period. The recommended changes promote fare equity and streamline payment options  
for riders.

passes, which is $5 for the day pass and $69 for the monthly pass.

Overview  
The California Air Resources Board passed the Innovative Clean Transit Rule in 2018  
requiring transit agencies to transition their bus fleets to 100 percent zero-emission buses  
by the year 2040. The Orange County Transportation Authority intends to replace 50  
compressed natural gas buses from the current fleet that have met their useful life with ten  
battery-electric buses and 40 fuel-cell electric buses. Quotes were requested from a  
qualified firm under the California Statewide Contract for Zero-Emission Transit Buses  
issued by the State of California’s Department of General Services. Board of Directors’  
approval is requested to award an agreement for the purchase of these vehicles.

Overview  
The Orange County Transportation Authority procured excess liability insurance  
continuously from 1991 through 2020. Beginning in December 2020, the Orange County  
Transportation Authority became fully self-insured and has maintained that self-insurance  
since then.

Authorize the Chief Executive Officer to establish a $10 million self-insured retention  
for excess liability claims.

groups with OC Bus riders to gather their perceptions of safety, both while riding the bus
