Overview
On June 22, 2026, the Board of Directors approved the release of a request for proposals for state legislative advocacy and consulting services to begin when the current contract for these services expires on December 31, 2026. An evaluation team comprised of staff and members of the Board of Directors has reviewed the proposals. Board of Directors’ approval is requested to select a firm to provide state legislative advocacy and consulting services.

Recommendation(s)
A. Approve the selection of Topp Strategies, LLC, as the firm to provide state legislative advocacy and consulting services.
B. Authorize the Chief Executive Officer to negotiate and execute Agreement No. C250342 between the Orange County Transportation Authority and Topp Strategies, LLC, in the amount of $432,000, for a two-year initial term, effective January 1, 2027 to December 31, 2028, with two, two-year option terms to perform state legislative advocacy and consulting services.
