Overview
The Measure M2 Next 10 Delivery Plan provides a strategic framework for delivering Measure M2 freeway, streets and roads, transit, and environmental projects and programs. Staff has prepared the 2026 update of the Measure M2 Next 10 Delivery Plan, which incorporates the most recent Measure M2 sales tax revenue forecast, current external funding assumptions, and refined project schedules and costs. This update confirms that the Measure M2 Transportation Investment Plan remains deliverable through 2041 and outlines approximately $6.4 billion in planned transportation investments, inclusive of debt service payments, through fiscal year 2035-36, while continuing to closely monitor the financial sustainability of Metrolink service. The draft 2026 update is presented to the Orange County Transportation Authority Board of Directors for review and adoption.

C. Direct staff to continue monitoring revenue and project cost shifts that could affect the Measure M2 Next 10 Delivery Plan and, if necessary, report to the Orange County Transportation Authority Board of Directors with recommended adjustments.
