Public Access to OCTA Board and Committee Meetings The OCTA Board meets at the OCTA Headquarters (550 S. Main St., Orange), and meetings are typically held on the second and fourth Mondays of each month at 9:30 a.m. Committee meetings dates and times can be found on the Board and Committee Calendar. Any exceptions to the date, time, or location of the meeting are shown on the Agenda Page. Public comment opportunities and requests for ADA accommodation are outlined on each agenda, which is posted 72 hours prior to the meeting. Members of the public can access Board and Committee meetings and provide live public comment at https://octa.legistar.com/Calendar.aspx. Members of the public that wish to receive language translation or interpretation (from their own translator or interpreter) during public meetings will have a designated space in the meeting room. A document rack is available at OCTA Headquarters for members of the public to post translated versions of agendas.

Overview
The Orange County Transportation Authority recently completed the March 2025 semi-annual review of projects funded through the Comprehensive Transportation Funding Programs. This process includes a review of the delivery status of Measure M2 grant-funded projects and provides an opportunity for local jurisdictions to update project information and request project modifications. Staff has evaluated the requests, and the recommended project adjustments are presented for Board of Directors’ review and approval.

A. Approve the requested adjustments to Comprehensive Transportation Funding Programs projects, Local Fair Share funds, and Senior Mobility Program funds.
B. Authorize the Chief Executive Officer, or designee, to negotiate and execute an amendment to Cooperative Agreement No. C-3-2753 between the Orange County Transportation Authority and the City of Dana Point for the Dana Point Trolley Continuity Program in order to establish a single aggregate reimbursement match rate for the multi-year Project V grant.
