Overview
The Orange County Transportation Authority provides Measure M2 grants to local jurisdictions to improve the regional roadway network and coordinate traffic signals through a competitive process or call for projects. The Measure M2 Comprehensive Transportation Funding Programs guidelines provide the mechanism for both the administration of the annual competitive call for streets and roads projects and post award administration. Proposed revisions to the 2027 Comprehensive Transportation Funding Programs guidelines include updates to the Regional Capacity Program (Project O), the Regional Traffic Signal Synchronization Program (Project P), and the grant payment process. The proposed revised Comprehensive Transportation Funding Programs guidelines and a request to issue the 2027 call for projects are presented for Orange County Transportation Authority Board of Directors’ review and approval.

B. Authorize staff to issue the 2027 call for projects for the Regional Capacity Program.

D. Approve the allowance of and the process for applying the 2027 Comprehensive Transportation Funding Programs guidelines requirements to previously awarded Measure M2-funded projects that are in the closeout process.
