Overview
The coastal railroad in the City of San Clemente continues to experience loss of adjacent beach, erosion of the railroad embankment, deterioration of existing rock protection, and increased exposure to wave attack. Most urgently, Reinforcement Area 4, in the vicinity of Mile Post 206.00 to 206.70, includes locations where erosion has exposed the railroad embankment and where existing rock protection is minimal or absent. The erosion has accelerated in the last two months due to hurricanes in the Pacific Ocean. Sand placement is also needed in Reinforcement Areas 1, 2, and 4 to restore a beach buffer and reduce direct wave energy reaching the railroad embankment. Immediate protective measures are necessary to reduce the risk of damage to the railroad infrastructure and disruption of passenger and freight rail service before additional high-wave and winter storm events fueled by forecasted El Niño. The El Niño is likely to cause further damage to the coastal railroad along the Orange Subdivision.

Adopt Resolution No. 2026-075 and determine, by a four-fifths vote, that the continuing emergency conditions affecting the Orange Subdivision will not delay procurement from a competitive solicitation for bids and that immediate action is necessary to respond to the emergency.
