Approval of the Orange County Transportation Authority’s Fiscal Year 2026-27 Metrolink Operating Subsidy and Capital and Rehabilitation Contribution Through the Fourth Quarter

Overview

As of September 28, 2026, the Orange County Transportation Authority Board of Directors approved up to $25 million to fund Metrolink operations through the second quarter of the fiscal year. Metrolink submitted a final fiscal year 2026-27 budget to member agencies on September 28, 2026. Staff recommends approval of an additional $21,396,759 to fund operations through the balance of the fiscal year. In addition, staff seeks approval of capital contributions in the amount of $2,083,752 and rehabilitation contributions in the amount of $22,730,805.  The approval of operating and capital funding would be contingent upon all member agencies’ approval of their respective capital and rehabilitation expenditures.

Recommendation(s)

A.                     Approve an additional $21,396,759 to support the Orange County Transportation Authority’s fiscal year 2026-27 contribution to the Southern California Regional Rail Authority operating subsidy, which, together with the $25 million previously approved through the second quarter, would establish a total authorized operating subsidy contribution of up to $46,396,759 through June 30, 2027.

 

B.                     Approve a capital expenditure contribution of $2,083,752 and rehabilitation contribution of $22,730,805. The approval of operating and capital funding would be contingent upon all member agencies’ approval of their respective capital and rehabilitation expenditures.
